The board will go over your application and determine whether or not you approve for it. In case you are not approved, you may consider getting a student loan. In that situation, getting help from a student counselor would be the best option.
So basically, there is absolutely no harm in trying because there is a good chance you could be the one getting that money. Follow the application procedure properly and try your luck.
